Establishing additional regulations concerning immigration into'

1 Be it enacted by the Senate and House of Representa-2
lives of the United States of America in Congress assembled..
3 That section one of the Act of March third, eighteen hundred
4 and ninety-one, in amendment of the immigration and con-5
tract labor Acts, be, and hereby is, amended by adding to the
6 classes of aliens excluded from admission into the United
"
7 States the following:
8 All persons physically capable and over sixteen years of
9 age who can not read and write the English language or
10 some other language; but a person not so able to read and
1 1 write who is over fifty years of age and is the parent or
12 grandparent of a qualified immigrant over',twenty-one years
13 of age and capable of supporting such parent or grandparent
14 may accompany such immigrant, or such a parent or grand-
